Strong permanent contraction on four-row bipartite supports through six columns

The three exact supplements require Python 3.10+ and its standard library:
  python -B verify_scalar_budget.py
  python -B verify_pair_identity.py
  python -B verify_border_identity.py
They also run with python -O -B. They print results and write no files.
The scalar checker reconstructs the fixed-pairing rational corner budget.
The pair checker verifies the universal 24-variable order-two identity.
The border checker expands all 210 square-minor permanent squares of a formal
four-by-six nonnegative matrix and checks the border and determinant identities.
These finite and symbolic checks supplement the analytic proof; they do not
replace its convexity, separate concavity, PSD or operator arguments.

The main theorem covers every complex 4-by-6 contraction, equivalently the
strong self inequality on complex PSD K4,6 supports. K4,4 and K4,5 follow by
zero padding. Missing edges, arbitrary phases, singular endpoints and zero
diagonals are included. The published K3,q theorem is an explicit external
structural dependency, cited in the paper; the heavy-entry proof is reproduced.
This consolidation is one result family, not three independent papers.
It does not prove K4,7, K5,5, all bipartite supports of order ten, or unrestricted
Chollet. The paper makes no absolute priority claim.
